Do I need to have private health insurance?

The EHIC (European Health Insurance Card) has replaced the E111.
This gives you the right to NHS healthcare throughout your life, wherever you go in the EEA. A patient in possession of a European Health Insurance Card is entitled to all benefits in kind which become medically necessary during a stay in the territory of another Member State.

Can I move permanently to France?

There are no restrictions on living and working in France for EU Nationals however you must obtain a residence permit if you are residing for more than 90 consecutive days although this is a formality rather than a requirement. You will not require a work permit for France.
